Project: Quality Assurance Duties and Services throughout the limits of the St. Louis District

Description: Contract to provide Quality Assurance services within the limits of the USACE, St. Louis District.  The contract required Quality Assurance (QA) Inspectors with specialized experience in inspection of earthwork and embankments, channel improvements, foundations, stone placements, dredging, concrete, structural and building, mechanical, electrical, and construction contract office work.  All QA inspection was required to be in accordance with Corps of Engineers established policies, procedures, manuals and regulations.

The St. Louis District contracted with Cooley, Dennis and Denmon Engineering Company, Inc. (CD&D) to provide QA inspection services primary because of the unusually heavy work load created for the District by the 1993 flood on the Upper Mississippi and Illinois Rivers which caused extensive damage to existing flood control levees and structures within the St. Louis District.

Upon award of the contract by the St. Louis District, CD&D was immediately directed to mobilize QA Representatives to various remote project locations in Missouri and Illinois to provide QA inspection for emergency construction contacts to repair existing flood control levees and structures damaged by the 1993 flood.  Construction Contract Office services were also provided that consisted of: 1) preparing Corps of Engineers required reports for construction contract activities;  2) maintaining records of construction materials used; and 3) compiling data for preparation of progress reports, pay estimates, labor standards reports and daily logs of construction.

In addition to the 1993 flood-related projects, CD&D provided QA inspection services for repairs and maintenance to two existing navigation locks and dams, demolition of a structure at one lock and dam, construction of a concrete-lined flood control channel through an urban area, construction of a liner for a hazardous waste clean up project at a military installation, construction of a new levee, construction of a concrete flood control structure, and construction of a number of miscellaneous types of structures such as weirs, dikes, bank stabilization, etc.
