QUALIFICATIONS

Mr. Ross has over 33 years of service with the U.S. Army Corps of Engineers, including over 25 years of government contracting experience and 24 years as a supervisor.  Certified by the Defense Acquisition University as a DAWIA Level III Certified Acquisition Professional.  He is highly experienced in the solicitation, issuance, and administration of a host of acquisition methods including Early Contractor Involvement, Design Build, Cost Reimbursable Contracts and Emergency Contracts.  He has considerable experience in managing debris contracts to include debris record keeping.  He has considerable experience in the application of the Federal Acquisition Regulation (FAR) and best practices related to contracting for construction, services, and supplies.  Since joining CD&D in 2012, Mr. Ross has served as Debris Management Coordinator.

PROFESSIONAL HISTORY

FEATURED EXPERIENCE

While serving as Deputy Chief of the Vicksburg District Contracting Office, Mr. Ross was responsible for leading and coordinating all contracting efforts for disaster recovery.  In this capacity Mr. Ross deployed to disaster sites and maintained records related to debris removal.  As Chief of the Vicksburg District Contracting Office, during Hurricane Katrina, Mr. Ross coordinated daily debris removal reports between the Mississippi Emergency Response Office (ERO) and the Headquarters Corps of Engineers.  He also deployed oversees during Operation Desert Storm and Operation Iraqi Freedom to Kuwait and Iraq respectively.

Mr. Ross served as the on-site Contracting Officer for the projects listed below.  In addition to performing on-site Contracting Officer duties, Mr. Ross maintained all records related to debris management, including haul records, land fill tonnage, HTW records and white goods.

  • Arkansas Tornados – 04/1997-05/1997, Corps of Engineers, Vicksburg District, Disaster Field Office in Arkadelphia, AR.
  • Flood of the Red River of the North – 05/1997-07/1997, Corps of Engineers, St. Paul District, Disaster Field Office in Grand Forks, ND.
  • Hurricane Georges – 09/1998-10/1998, Corps of Engineers, Vicksburg District, Disaster Field Office in Biloxi, MS.

The duties Mr. Ross performed in the following combat zones were very similar to the work performed in a disaster recovery but in much more dangerous conditions.

  • In 1991, Mr. Ross was Chief of the Contracting Office for the Corps of Engineers, Kuwait Emergency Recovery Office, Kuwait City, Kuwait.
  • In 2004, Mr. Ross was Director of Contracting for the Corps of Engineers, Gulf Region Division, Bagdad, Iraq.

OTHER EXPERIENCE

As Chief of the Contracting Division from 2002 through 2006, Mr. Ross served as the principal procurement official and primary Contracting Officer vested with unlimited monetary authority to contract for research, services, major systems, major information technology systems, supplies, construction, architect-engineer services, utilities and agreements for both the Vicksburg District and the Engineer Research and Development Center (ERDC).  Managed a staff of procurement professionals that varied between 65 and 70 people.  In support of ERDC, managed a virtual organization with personnel in Champaign IL, Hanover, NH, and Alexandria, VA.  Work supporting ERDC included the Small Business Innovative Research Program, Small Business Technology Transfer Program, and Contract Student Program.  Also served as senior Grants and Cooperative Agreement Officer for ERDC.

As Chief of the Vicksburg District Contracting Office, managed the contracting program for construction, architect – engineer, operation and maintenance and emergency response contracts.  During Hurricane Katrina, Mr. Ross coordinated daily debris reports between the Mississippi ERO and Headquarters Corps of Engineers.

As Deputy Chief of the Contracting Division from 1987 through 2002, Mr. Ross was responsible for assisting the Division Chief in performing the duties discussed above and was responsible for leading the contracting effort in all disasters.
