Recent Emergency Response Experience
September 2005 to Present – Mr. Luckett has served as a technical adviser to the CDD management team on two contracts in Mississippi and one in New Orleans providing Quality Assurance Inspectors for the Debris Mission. The two Mississippi contracts included 66 inspectors and the New Orleans contract was for 105 inspectors.
Mr. Luckett has been employed by Cooley Dennis and Denmon as Manager of Quality Assurance Services since 1994. He is responsible for administration and coordination of contracts for providing QA/QC inspection services. He previously served as for manager of contracts with the Louisville District Corps of Engineers to provide Quality Assurance services at Olmsted Locks and Dam, a contract with the Vicksburg District to provide Quality Assurance services within the limits of the Vicksburg District, and a contract to provide Quality Assurance Services to the St. Louis District.
Prior to joining Burns Cooley Dennis, Inc. Mr. Luckett worked with the Vicksburg District, Corps of Engineers. He retired from the U.S. Army COE in January 1994 with over 30 years of engineering and construction management experience. At the time of his retirement he held the position of Assistant Chief, Construction Division. In that capacity he shared the responsibility for the administration, management and staffing of all contract and hired labor construction within the Vicksburg District.
The Construction Program included a variety of construction including navigation locks and dams, revetments, stone protection, dikes, dredging, floodwalls, levees, pumping stations, drainage structures and other navigation and flood control features. The construction program also included work for others such as the overview of the construction of wastewater treatment facilities constructed throughout Mississippi and funded by the EPA Construction Grants Program. Construction of army reserve centers in Mississippi and construction under the Defense Environmental Restoration Program (DERP), Formerly Used Defense Sites (FUDS) and the Super Fund Program. The estimate of contract construction placed ranges from $150 to $250 million annually. Exercised staff supervision of the construction function of the district, three area offices and two resident offices supported by 60-90 engineers, quality assurance representatives, technicians and clerks.
Over 30 years of construction management and Construction Quality Assurance experience with Corps of Engineers. Currently managing contracts with the Louisville and Vicksburg Districts to provide Quality Assurance services.
Prior to promotion to Assistant Chief, Mr. Luckett was the Chief of the Quality Assurance Branch. He was responsible for the construction quality management program through the District assuring compliance with Corp policy, procedures and regulations, and that contract work met the requirements of the contract. He was responsible for the coordination/liaison between the field offices and other elements of the district staff and all budgeting and financial reporting of the construction division.
He served as Chief of the EPA Construction Grants Branch where he was responsible for the overview of all wastewater treatment facilities constructed throughout Mississippi funded by the EPA Construction Grants Program. Duties included monitoring construction to assure that the grantee was providing capable construction inspection and adherence with approved plans and specification, reviewing and certifying change orders, conducting bidability and constructability reviews, and conducting final and closeout of inspections.
