QUALIFICATIONS

Mr. Luckett has over 48 years of engineering experience in design and construction management including 30 years with the Vicksburg District, Corps of Engineers.  His assignments during his career with the Vicksburg District included Chief of the Civil Design Section in the Engineering Division, Chief of the Quality Assurance Branch in the Construction Division and Assistant Chief of the Construction Division.  Since joining CD&D in 1994, he has served as Operations Manager for contracts with the St. Louis District to provide Quality Assurance Services, with the Louisville District to provide Quality Assurance and Materials Laboratory Testing services at the Olmsted Locks and Dam, with the Vicksburg District to provide Quality Assurance Inspection Services, and with the Little Rock District to provide Quality Assurance Inspection and Materials laboratory Testing Services at the Montgomery Point Lock and Dam.  He currently serves as Senior Advisor and assists with contract management and staffing.

FEATURED EXPERIENCE

Mr. Luckett has served as a member of the Management Staff of CD&D since 1994.  Between 1994 and 2002 he served as Operations Manager and in this capacity he managed major contracts with the St. Louis, Louisville, Vicksburg and Little Rock Districts.  As Operations Manager, he was responsible for all decisions regarding staffing and daily contract management.  Since 2002 he has served as Senior Advisor and assisted with the management and staffing for on-going contracts.  Some of his specific experience follows:

  • Mr. Luckett served as the Operations Manager for the following contracts:

-   Contract to provide Quality Assurance Duties and Services throughout the limits of the St. Louis District.  Upon award CD&D was directed to mobilize QA Representatives to various remote project locations in Missouri and Illinois for emergency construction contracts to repair existing levees and structures damaged by the 1993 flood on the Upper Mississippi River.  Other project types included repairs and maintenance at two existing locks and dams, demolition of a structure, construction of a concrete-lined channel through an urban area and Office Engineering duties.

-   Contract with the Louisville District to provide Quality Assurance (QA) Services at the Olmsted Locks and Dams on the Ohio River for the Louisville District, Corps of Engineers.  The QA Services included Materials Laboratory Testing in a Government furnished laboratory, and on-site inspections of on-going construction.

-   Contract for Construction Quality Assurance Inspection Services within the Limits of the Vicksburg District.  The QA Inspection Services were provided from 1996 through 2001 for numerous project types including drainage structures, levees, concrete mat casting, stone dikes, revetments, bank stabilization, recreation areas, buildings, dredging operations and revetment construction.

-   Contract with the Little Rock District to provide Laboratory Testing and Quality Assurance Inspection services at the Montgomery Point Lock and Dam.  The quality Assurance Services provided included equipping and staffing a construction Materials laboratory and providing quality assurance inspection services for the various components of the project.

-   Contract for Construction Quality Assurance Inspection Services within the Limits of the Vicksburg District.  The QA Inspection Services were provided from 2002 through 2006 for numerous project types including drainage structures, levees, concrete mat casting, stone dikes, revetments, bank stabilization, recreation areas, buildings, dredging operations and revetment construction.

  • Mr. Luckett served as the Senior Advisor for the following contracts:

-   Contract for Construction Quality Assurance Inspection Services within the Limits of the Vicksburg District.  The QA Inspection Services were provided from 2002 through 2013 for numerous project types including drainage structures, levees, concrete mat casting, stone dikes, revetments, bank stabilization, recreation areas, buildings, dredging operations and revetment construction.

-   Contract for Construction Management Services primarily within the Limits of the New Orleans District, Corps of Engineers.  CD&D, in a Joint Venture was awarded a $65M contract to perform a broad range of Construction Management and Quality Assurance activities. Mr. Luckett served as Senior Advisor for the CD&D portion of the Joint Venture staff.

-   Contracts for multiple Emergency Response / Debris Management within the Vicksburg and New Orleans Districts.  These contracts included both the debris removal and temporary roofs (blue roofs) missions.  One of the New Orleans contracts included all phases of the debris reduction missions from white metals to demolition.  Two of the contracts, CD&D served as a subcontractor and two as the prime contractor.  These contracts were:

*Initial Response Debris Management/Quality Assurance Services in Support of the Vicksburg District’s Hurricane Katrina Response along the Mississippi Gulf Coast, Vicksburg District, Corps of Engineers

*Quality Assurance Services in support of Hurricane Katrina in Mississippi-Vicksburg District, Corps of Engineers

*Quality Assurance Services in Support of the Initial Response to Hurricanes Katrina and Rita Recovery Efforts, New Orleans, LA, New Orleans District, Corps of Engineers

*Quality Assurance Services in Support of Hurricanes Katrina and Rita in Designated Parishes in Louisiana, New Orleans District, Corps of Engineers


PRIOR EXPERIENCE

Mr. Luckett worked with the Vicksburg District, Corps of Engineers prior to 1994, and retired with over 30 years of design and construction management experience. At the time of his retirement he held the position of Assistant Chief, Construction Division. In that capacity he shared the responsibility for the administration, management and staffing of all contract and hired labor construction within the Vicksburg District.

The Construction Program within the Vicksburg District included a variety of construction projects including navigation locks and dams, revetments, stone protection, dikes, dredging, floodwalls, levees, pumping stations, drainage structures and other navigation and flood control features. The construction program also included work for others such as the overview of the construction of wastewater treatment facilities constructed throughout Mississippi and funded by the EPA Construction Grants Program. Construction of army reserve centers in Mississippi and construction under the Defense Environmental Restoration Program (DERP), Formerly Used Defense Sites (FUDS) and the Super Fund Program. The estimate of contract construction placed ranges from $150 to $250 million annually. Mr. Luckett exercised staff supervision of the construction function of the district, three area offices and two resident offices supported by 60-90 engineers, quality assurance representatives, technicians and clerks.

Prior to promotion to Assistant Chief, Mr. Luckett was the Chief of the Quality Assurance Branch. He was responsible for the construction quality management program through the District assuring compliance with Corps policy, procedures and regulations, and that contract work met the requirements of the contract. He was responsible for the coordination/liaison between the field offices and other elements of the district staff and all budgeting and financial reporting of the construction division.

He served as Chief of the EPA Construction Grants Branch where he was responsible for the overview of all wastewater treatment facilities constructed throughout Mississippi funded by the EPA Construction Grants Program. Duties included monitoring construction to assure that the grantee was providing capable construction inspection and adherence with approved plans and specification, reviewing and certifying change orders, conducting bidability and constructability reviews, and conducting final and closeout of inspections.
